James L. "Skip" Rutherford III of Little Rock. is Dean of the University of Arkansas Clinton School of Public Service, the nation's first to offer a Master of Public Service (MPS) degree and an on-line Executive Master of Public Service (EMPS) degree.  Prior to joining the Clinton School, he coordinated the planning, construction and opening of the Clinton Presidential Library; He also has an extensive private sector background in communications and public relations.
